Location: Lompoc, Calif., Date: Yesterday at 5:00 a.m. EDT

Leonard Glenn Francis, once a notorious figure for his notorious dealings with U.S. Navy officers, is now at a federal penitentiary along the Pacific coast. Wearing a noticeably oversized tan prison outfit, he entered a visiting room with a shuffling gait. As he settled into a small plastic chair, his broad smile hinted at untold stories.

A captured image from March 9, 2006, shows Francis raising a glass in a toast alongside Navy Capt. David Newland, the 7th Fleet chief of staff. The occasion was a lavish banquet in Singapore, hosted for officers from the USS Blue Ridge. Throughout this period, Francis’s company, Glenn Defense Marine Asia, played a pivotal role in leading these extravagant gatherings.
