Angel Dad Joins ICE to Advocate for Victims of Immigration Crimes

Exclusive Report: Joe Abraham, father of a victim of illegal alien crime, has joined U.S. Immigration and Customs Enforcement (ICE) as the Executive Director of VOICE—Victims of Immigration Crime Engagement. Abraham’s decision is deeply personal, stemming from the loss of his daughter, Katie Abraham.

Abraham’s daughter, Katie, and her friend, Chloe Polzin, were tragically killed in a car crash caused by Julio Cucul-Bol, an illegal immigrant who pleaded guilty to aggravated driving under the influence and leaving the scene of a fatal crash. Sentenced to 30 years, his actions emphasize the necessity for advocacy in this sector.

In memory of his daughter, Joe Abraham has become an avid supporter of tightening immigration laws. His efforts inspired Operation Midway Blitz, a widespread immigration enforcement operation in Chicago, resulting in over 4,000 arrests.

Abraham’s mission is to ensure victims and their families are acknowledged and supported by the immigration system. White House spokeswoman Lauren Bis commended Abraham’s appointment. She highlighted his criticisms against sanctuary policies and praised his advocacy work.

In his new role, Abraham aims to assist families affected by tragedies due to immigration policies. The Trump administration reestablished the VOICE office in April 2025, amplifying its assistance to victims’ families. Since its revival, VOICE has responded to 897 calls and aided 588 victims. The most common crimes reported include assault (35%), rape (17%), and homicide (10%).

The Trump administration continues its efforts against Illinois’s sanctuary state policies, facing opposition from Governor JB Pritzker.
