Protests Erupt in Maine Over ICE Officer’s Fatal Shooting of Colombian Man

In Biddeford, Maine, protests ignited after an Immigration and Customs Enforcement (ICE) officer fatally shot a Colombian man. This incident occurred amid changing narratives from federal authorities about the encounter. According to the Department of Homeland Security (DHS), the officer shot the man on Monday, citing concerns over public safety. The shooting took place while officers were surveilling a house linked to a final deportation order.

The agency detailed that the officer fired as a vehicle attempted to flee when ICE attempted a stop. This account differed from earlier descriptions provided by Maine Senator Angus King, who stated that Homeland Security Secretary Markwayne Mullin described the incident as self-defense, where the vehicle was used as a weapon. The target of the ICE operation, however, was not the man who was shot.

The Colombian Embassy confirmed the man’s identity as Johan Sebastián Durán Guerrero, a 26-year-old Colombian national. On Tuesday, a demonstration was held outside an ICE detention center in Scarborough, near Biddeford. Organizer Todd Chretien addressed protesters, urging for ICE’s withdrawal from the state amid calls for justice. Counter-protestors who appeared at the rally were met with resounding whistles as demonstrators continued to demand answers.

Unanswered Questions Surround the Shooting

The incident marks the second occasion within a week where ICE employed lethal force, with at least nine such fatalities occurring since former President Donald Trump intensified immigration enforcement. The officers involved lacked body cameras, leaving significant gaps in available information. Questions persist about the proximity of the officer to the vehicle during the shooting, commands given to Durán Guerrero, and the perceived public danger.

An ICE spokesperson highlighted the agency’s ongoing evaluation of procedures to ensure officer and public safety. DHS has yet to provide clarifications on the shooting. Senator Susan Collins of Maine noted Mullin’s commitment to an investigation by DHS’s Office of Inspector General alongside the FBI.

Pictures from the scene depicted bullet impacts on the car’s windshield. The state’s attorney general is also investigating, noting that preliminary accounts indicate Durán Guerrero’s vehicle moved toward the officer. Surveillance footage from a nearby business shows a white car making loops before an SUV blocked its path. Officers then approached and extracted the immobile driver.

Eyewitness Accounts and Continuing Advocacy

Witness Daniel Boucher described hearing gunfire, observing the aftermath, and claiming to have heard the driver say, ‘I tried to stop.’ Boucher reported an exchange with the ICE officer, recalling the officer’s assertion of acting in defense.

Durán Guerrero leaves behind a spouse and young child. Advocacy groups, including the Maine Immigrants’ Rights Coalition and Presente!, affirmed his authorization to work in the U.S. Nearby resident Mary Hayes recounted the wife’s grief-stricken reaction at the scene and voiced opposition to ICE operations.

The shooting follows a similar incident in Houston where ICE officers killed Lorenzo Salgado Araujo during a pursuit. These events coincide with the Trump administration’s intensified deportation strategy, reflected in over 10,000 arrests during late June. Public criticism of these operations escalated after past fatal incidents involving other immigrants.
