Ukrainian President Zelenskyy Urges Allies for More Defense Support

Ukrainian President Volodymyr Zelenskyy has once again called for the United States and its allies to supply Patriot missile interceptors. This follows a Russian missile and drone attack on Kyiv, which resulted in at least ten fatalities and numerous injuries. On August 1, Zelenskyy emphasized the necessity of political decisions from partners to deliver these defense systems. “The world has Patriot missiles. What matters now is ensuring our partners make the necessary political decisions to provide these packages,” he stated in a video message shared on social media, highlighting the need for missile protection over stockpiling.

Zelenskyy’s appeal reflects broader concerns about Ukraine’s civilian protection issues, which extend beyond just air defenses. A former Ukrainian official, Luliia Mendel, pointed out “scandalous situations” involving deficient bomb shelters despite investments in construction and repairs. Kyiv has been auditing its shelter spending, revealing inefficiencies. Mendel criticized Zelenskyy for putting responsibility on Western partners for Ukraine’s internal lack of protection.

Mendel described how Ukrainians resort to improvised measures, such as “anti-drone curtains” and “anti-missile windows,” demonstrating reliance on chance rather than systematic protection. Many citizens lack nearby shelters for quick access during attacks. The Civil Protection Shelter Coalition, launched by Ukraine and Finland, aims to address these issues by implementing a civil defense strategy through 2034.

Ukraine’s Human Rights Commissioner Dmytro Lubinets revealed that inspections found deficiencies in 93% of bomb shelters nationwide, including accessibility issues. Prime Minister Sergii Koretskyi ordered an inspection of civil defense shelters following a significant missile attack. Kyiv has allocated billions of hryvnias for shelter repairs, with Mayor Vitali Klitschko initiating audits of fund usage. Still, reports show people seeking shelter in bathrooms or basements, risking safety.

During an appearance on Fox News, Zelenskyy expressed urgency for more missiles, warning that producing them domestically takes time. Mendel questioned the effectiveness of 300 Patriot missiles, noting Russia’s widespread use of guided aerial bombs. Without restructuring Ukraine’s civilian defense system, the country risks severe humanitarian challenges. Zelenskyy continues to appeal for support and missiles, while former U.S. President Trump remains cautious about technology transfers.
