Chinese National Arrested for Impersonation and Voter Fraud in Massachusetts

A Chinese national residing in Massachusetts has been apprehended following accusations from federal prosecutors of impersonating another individual to register and vote in the 2024 presidential election. The individual then reported the alleged victim to immigration authorities for illegal voting.

Charges against Yupeng Sun

Yupeng Sun, 33, from Andover, faces charges of fraudulent voter registration and voting. The U.S. Attorney’s Office for the District of Massachusetts reported these charges. The criminal complaint details Sun’s admission during a federal investigation in July that he registered the victim to vote and used their identity to cast a ballot.

“I tell you the truth, I register,” Sun said when shown the victim’s voter registration information, as per the complaint.

Anonymous Tip and Investigation

The investigation began with an anonymous tip accusing a Massachusetts permanent resident of illegal voting in the 2024 election. The tip included a screenshot of the victim’s voter registration status.

Investigators presented Sun with the early voting ballot envelope submitted at Malden City Hall on October 31, 2024. Sun allegedly conceded, “I used his name to vote.” Voter records confirm that the vote under the victim’s name was accepted.

Impersonation and Immigration Issues

Sun previously rented a room from the victim’s family in Malden. Allegations indicate he impersonated both the victim and the victim’s spouse in immigration forms to revoke their legal status.

Upon their international return in June 2024, their green cards were seized, resulting in removal proceedings. An immigration judge reinstated their legal status in January 2026 after credible testimony and forensic evidence demonstrated they did not sign the forms.

Reporting and Admission

Federal investigators revealed Sun submitted anonymous tips to Homeland Security Investigations (HSI) and U.S. Citizenship and Immigration Services, accusing the victim of illegal voting in the 2024 election. Sun acknowledged reporting during an interview, saying, “I went to the post office and, uh, to report the father vote.”

Sun, a citizen and national of China, entered the U.S. in 2020 on a B-2 tourist visa expiring in March 2021. He currently has deferred action status through a U-Visa application submitted in February 2022.

Legal Consequences

Each voter fraud charge carries up to five years in prison, three years of supervised release, and a $250,000 fine. Prosecutors noted that Sun could face deportation post-sentence. The Massachusetts Secretary of State’s office has not commented on the situation.

U.S. Attorney Leah Foley, alongside Jeff Grimming, acting special agent in charge of Homeland Security Investigations in New England, announced the charges. Lexington and Andover police departments contributed to the investigation.

Court documents describe allegations. Sun remains innocent until proven guilty beyond reasonable doubt.
