Law enforcement officials detained Wanying ‘Heather’ Zhang, 34, at Los Angeles International Airport while she was preparing to travel to China. First Assistant U.S. Attorney Bill Essayli communicated the details on platform X.
Authorities accuse Zhang of traveling to Seattle in 2025 to conduct surveillance on a relative of a Taiwanese government official. She allegedly sent photos, videos, and license plate information to Chinese officials. According to Essayli, ‘She coordinated the trip with an associate and employed tradecraft to avoid being detected.’ Failing to notify the Attorney General about her actions for a foreign government constitutes a federal offense.
