Burnham’s Background and Political Stance

Andy Burnham, the former mayor of Greater Manchester, is succeeding Starmer as prime minister. He recently became leader of the U.K.’s governing Labour Party after a special election for a parliamentary seat. In a speech, Burnham expressed his pro-business attitude and promised significant political changes, echoing lessons from Manchester’s economic growth. His approach, termed ‘Manchesterism,’ blends business-friendly socialism with investments in transport, housing, and infrastructure.

Policy Priorities

Burnham has outlined plans to increase autonomy for local leaders and promised to create industrial jobs and improve educational opportunities. He advocates for greater public control of privatized utilities. According to Sheri Berman, a professor at Barnard College, Burnham’s platform aligns with European social democracy, highlighting stronger public services and welfare systems.

Berman noted Burnham’s reference to Britain’s ‘wrong turns’ in the 1980s, when centralization and privatization prevailed, and suggested his approach is a return to earlier models.

James D. Boys, from University College London, stated Burnham plans to shift Labour policies leftward, reminiscent of pre-Thatcher policies. Despite Burnham’s pro-business stance and support for anti-immigration policies, Boys suggests Burnham’s agendas may conflict with Trump’s administration, especially as Burnham plans to be critical on issues like the Israel-Gaza conflict.

David Bailey from the University of Birmingham observes Burnham’s promise of change as possibly more tonal rather than ideological.

Building Rapport with Trump

Burnham acknowledged possible challenges in dealing with Trump but plans to be ‘upfront’ with the president, hoping personality may ease relations. Trump’s acceptance of Burnham may hinge on Burnham’s popularity and stance on immigration, similar to Trump’s interactions with Zohran Mamdani.

Boys contends Burnham might not prioritize fostering a relationship with Trump, instead focusing on aligning closer with the EU.
