Twenty-five years have passed since the tragic events of 9/11, yet for Angela Mistrulli, the memory remains vivid. Her father perished in the collapse of the World Trade Center towers, a loss that drives her ongoing advocacy for victims and families affected by terrorist attacks.
Mistrulli is the founder of the American Victims of State-Sponsored Terrorism (AVSSTU). This organization represents victims and families impacted by state-sponsored terrorism. She recently spoke during the Republican midterm convention, highlighting the urgent need for political leaders to address an impending deadline.
The United States Victims of State Sponsored Terrorism Fund (USVSST Fund) was established to provide relief to over 22,000 victims. Unfortunately, according to Mistrulli, this fund has been depleted. The fiscal deadline for Congress to act is looming on September 30th. If Congress fails to act, victims may no longer receive relief from this lifeline.
Since its inception in 2015, the USVSST Fund has distributed over $10 billion to victims of international state-sponsored terrorism. This includes the families of those lost during incidents like the 9/11 attacks. There is a pressing need for further funding, as the current resources are insufficient to cover all claims.
A bipartisan bill, H.R. 9795, introduced in July, proposes annual loans of $3 billion from the U.S. Department of the Treasury for fiscal years 2027, 2028, and 2029. Named in honor of Mistrulli’s father, the bill aims to ensure the fund’s solvency. The bill recognizes the growing claims from victims and the need for resources.
The AVSSTU is actively working to garner support from Congress members to secure this additional funding. Mistrulli stresses the importance of recognizing the upcoming 25th anniversary of 9/11, not only as a memorial event but also as a call to action.
Reflecting on the nation’s transformation since 9/11, Mistrulli notes her disappointment with the changes. She urges for unity and a return to the solidarity experienced on September 12th. Together, they aim to continue commemorating the anniversary and advocating for justice and support for victims.
