Authorities have arrested a Democratic Party official for alleged COVID-related fraud for the second time this month. On Wednesday, police apprehended Massachusetts state Representative Francisco Paulino.
U.S. Attorney Leah Foley disclosed that Paulino faces charges related to pandemic unemployment insurance fraud, pandemic loan fraud, and money laundering. The indictment alleges a scheme devised by Paulino to obtain over $700,000 in federal pandemic relief funds.
“Mr. Paulino allegedly used some of the funds for personal expenses, including real estate costs, loan payments, and transfers to his campaign account,” Foley explained. He also reportedly lent some of the money at higher interest rates than pandemic loan rates.

The indictment states that Paulino’s fraudulent activities began in 2020 when he applied for COVID relief funding using an “unwitting 77-year-old relative.”
Paulino’s arrest follows the recent apprehension of Lawrence Mayor Brian DePeña for similar charges. A federal grand jury indicted DePeña with charges of pandemic loan fraud and money laundering.
The FBI reports that DePeña started diverting public funds in 2020 while serving on the Lawrence city council. He was arrested earlier this month. The accusations include using pandemic-relief funds for his mayoral campaign and personal debt payments. DePeña applied for the funds under Tenares Tire Services Inc., his tire shop in Lawrence.
Foley stated, “The money these individuals allegedly embezzled was intended for hardworking Americans during difficult times, not for selfish gains.”
The FBI emphasizes that arresting public officials is necessary to uphold the law, demonstrating that no one is exempt from legal accountability.
