The Trump administration is considering equipping federal immigration agents with gloves capable of delivering electric shocks during physical confrontations, according to a Department of Homeland Security (DHS) procurement notice. These devices, named the G.L.O.V.E., or Generated Low Output Voltage Emitter, are crafted by Kentucky-based Compliant Technologies LLC. They are intended to aid officers in gaining control over resistant individuals during close-range encounters.
Immigration and Customs Enforcement (ICE) plans to allocate up to $20 million for thousands of these devices to be used by Homeland Security Investigations (HSI) and Enforcement and Removal Operations (ERO) personnel. Deliveries are expected by March 2027. Newsweek reached out to DHS by email outside regular working hours for comments on this procurement.
Features of the G.L.O.V.E. GT-5
Compliant Technologies describes the G.L.O.V.E. as a wearable “conductive distraction and de-escalation device” that acts as standard patrol gloves until activated. The device is designed for use by law enforcement, corrections, security, military, and emergency medical personnel.
The gloves can be activated by a switch located on the device, delivering an electrical stimulus to an individual’s skin. This stimulation is intended to distract or interrupt muscle movement, promoting compliance. According to the company, the device typically achieves compliance within seconds and does not leave lasting marks.
Compliant Technologies specifies that no more than two gloves should be used simultaneously, and generally for no longer than 15 seconds unless circumstances demand more force to control a situation. The device requires direct contact with skin and is ineffective through clothing or hair.
Manufacturer’s Precautions
The gloves should not be employed as a form of punishment or merely in response to verbal noncompliance. The manufacturer advises officers to refrain from using the device on higher-risk individuals such as children, pregnant women, elderly, and disabled people.
