Fraud Charges Filed Against Surrogacy Agency Owners

Last year, a well-known surrogacy agency unexpectedly closed, leaving many clients without the finances they invested or clear ways to become parents. On Dec. 10, 2025, law enforcement conducted activities outside the residence of Megan Hall-Greenberg in Washougal, Washington. A photo documenting this was acquired by NBC News.

On Aug. 31, 2026, at 4:26 PM EDT, it was announced that the U.S. Justice Department filed charges against the owner of the agency, Surro Connections. These charges include fraud and money laundering.

The abrupt closure of the agency caused clients to lose tens of thousands of dollars. For some, this loss extended beyond finances as it impacted their plans to start families.
