The German federal prosecutor’s office has indicted seven individuals. They are accused of procuring weapons for the Hamas organization to conduct terrorist attacks on the anniversary of the October 7, 2023, massacre in Israel.
This indictment draws attention to Hamas’ threat across Europe, impacting Israeli, American, and European entities and citizens. According to the prosecutor’s statement, the accused are connected to Hamas’ military wing, which has been creating weapons depots in Europe. By July 2025, Hamas had allegedly planned an attack in Germany or Austria against Israeli representatives, Jewish people, or pro-Israel individuals. These arrests occurred between October 2025 and May 2026.

The suspects include individuals with German, Danish, Lebanese, and Bulgarian nationalities. Their full identities remain protected under German privacy laws. The prosecutors revealed that these suspects obtained firearms and substantial ammunition, with some weapons relocated to Vienna.
Reports indicate that one of the suspects operated as a confidential informant for Germany’s domestic intelligence but failed to disclose crucial involvement details. German journalist Sascha Adamek has criticized past government policies allowing Hamas and related organizations to use Germany as a safe haven.
The German domestic intelligence report estimates Hamas had 650 operatives in Germany during 2025. In previous years, the numbers were lower. Besides Hamas, about 1,250 Hezbollah operatives are active in Germany. Their influence extends into various associations focusing on religious and cultural endeavors.
When questioned about their stance on these groups, the German Interior Ministry affirmed the bans on Hamas and Hezbollah since their activities contravene German law. The ministry claims ongoing surveillance measures against potential crimes related to extremist activities.

The alliance between Hamas and Hezbollah is underscored by the presence of Lebanese suspects. Hezbollah, supported by Iran, joined Hamas following the 2023 assault by the Gaza-based group on Israel, which took over 1,200 lives.
German prosecutors allege a Hamas operative in Lebanon directed weapon procurement across Europe. The Israeli Foreign Ministry publicized these planned Hamas attacks, emphasizing their threat to European cities like Berlin and Vienna. Furthermore, authorities have cited Turkey as a base for these operations.
Matthew Levitt from the Washington Institute, a subject matter expert, has highlighted Hamas’s ongoing plots in Europe in a detailed study. German investigations have focused on potential targets, including the Israeli embassy and the U.S. Ramstein Air Base.
Israel’s Ambassador to Germany, Ron Prosor, cautioned about Hamas’s persistent security threats. He emphasized the need for a coordinated response to counter the ideology and activities of Hamas.
