Twice-Deported Immigrant Charged with Rape and Kidnapping

Juan Arevalo Mendez, an illegal immigrant who has been deported twice, faces charges of rape and kidnapping in Fairfax County, Virginia. Fahey emphasizes that these serious crimes could have been prevented if Fairfax County had cooperated with ICE to facilitate Mendez’s transfer into federal custody.

Case of Rolando Cenobio Vasquez

Federal immigration officials are asking a Kentucky jail to detain Rolando Cenobio Vasquez, another illegal immigrant facing charges such as rape, human trafficking, and sexual abuse, while removal proceedings are arranged. Vasquez, a Mexican citizen, was arrested by Louisville police, according to U.S. Immigration and Customs Enforcement (ICE).

Vasquez reportedly rented out a room to a mother and her 15-year-old daughter and began abusing the teenager in December 2025. ICE has filed a request for detainer so that Vasquez is handed over to ICE custody for deportation. The Department of Homeland Security highlights the severity of the charges brought against him, including multiple counts of rape and sodomy, human trafficking with a victim under 18, and sexual abuse.

Vasquez’s previous criminal record includes a DUI conviction. ICE lodged a detainer with the Louisville Metro Department the same day he was taken into custody. Although he initially entered the U.S. illegally through Texas in 2013 and was deported, the time of his re-entry into the country remains unclear.

Jurisdiction and Detainer Laws

Louisville is not identified as a sanctuary jurisdiction. As of July 2025, the Louisville Metro Department of Corrections complies with federal law which requires that inmates be held for up to 48 hours when ICE issues immigration detainers.
