Investigation Initiated into St. Paul Mayor Kaohly Her Amid Harassment Allegations

St. Paul, Minnesota, Mayor Kaohly Her faces an investigation following a harassment complaint filed by Police Chief Axel Henry. Henry claims the mayor sexually harassed city employees and sent inappropriate text messages.

Mayor Her has admitted her attempts at humor were misjudged and is cooperating with an independent investigation.

In a 73-page complaint, Henry, who became the city’s top law enforcement officer in 2022, details several inappropriate incidents involving Her. These include explicit comments, unwanted physical contact, and an incident at a budget meeting where Her placed her hand on Henry’s upper thigh.

Furthermore, the suit describes Her’s behavior, including frequent visits to the police gym when Henry was there, calling employees “beefy” and simulating orgasms during workouts.

During an awards ceremony, Her allegedly misinterpreted a Mobile Field Force ribbon worn by Henry, joking about its abbreviation. Her also reportedly issued a threat during a meeting with Henry and the St. Paul Port Authority President.

In February, Her appeared at a golf simulator in Woodbury, where Henry and a colleague were on personal vacation time. She stayed for about 20 minutes, citing a lack of invitation.

Following Henry’s complaint, Her and her administration allegedly retaliated by excluding Henry from decisions and sharing an incomplete investigation summary.

Her’s office maintains that the independent investigation found no evidence to support claims of harassment or retaliation and plans to adhere to the report’s recommendations. Despite ongoing litigation, Saint Paul officials refrain from further comment.

Earlier this month, personal security and driver services for Mayor Her were transferred from the police department to the Ramsey County Sheriff’s Office.
