Lithuania Prepares for Military Threat with Evacuation Plan

Lithuania has developed a strategic evacuation plan in response to potential military threats, highlighted by warnings from NATO’s eastern members about increasing Russian aggression. The country’s interior ministry approved a plan in July, which outlines actions to be taken in case of military or civilian threats.

The evacuation involves using Poland’s Podlaskie province as a transit route. Žygimantas Solovyovas from Vilnius’s Civil Defense Department stressed the importance of beginning evacuation before any immediate threat surfaces. Residents were advised against expecting to leave during active shelling and to instead find shelter in designated areas.

Polish media have attributed the transit route decision as a reaction to the Russia-Ukraine conflict and subsequent concerns about war spreading across Europe. Tensions were heightened this week when NATO fighter jets intercepted a drone carrying explosives that entered Lithuanian airspace from Belarus, Russia’s close ally.

Moscow may be deliberately allowing Russian drones to fly off course into NATO territory, according to Lithuania’s President Gitanas Nauseda.

Poland and Lithuania coordinate closely, with Polish Prime Minister Donald Tusk briefing parliament on intelligence gathered from NATO, Ukraine, and the United States indicating possible drone or missile launches into Poland or other nations supporting Ukraine.

Details of Lithuania’s Evacuation Plan

Lithuania’s interior ministry, on July 14, initially announced plans for evacuation without elaborate specifics on routes or collection points. It mentioned that 75% of the population could evacuate independently, while municipal assistance would cater to families with children, elderly individuals, and those with disabilities.

On September 16, more detailed routes from Vilnius were disclosed. The plan includes three primary routes: two heading north and west within Lithuania and one towards Poland’s Podlaskie province. If active shelling occurs, residents are advised to find shelter as the evacuation strategy is designed to become a controlled and familiar process.

Additionally, Lithuania is fortifying its borders with Belarus and the Kaliningrad region. Defense Minister Robertas Kaunas announced that fortifications will extend up to 5, 20, and 50 kilometers from the borders to hinder adversarial movements.

Preparations in Neighboring Countries

Latvia, neighboring Lithuania, is bolstering its air defense capabilities with the arrival of German Eurofighter jets prior to its elections on October 3. Four Eurofighters will station at Latvia’s Lielvārde Air Base from late September to early October, with support sought from other NATO members.

Researcher Olga Lautman remarked on Substack about Latvian elections being conducted under German fighter jets’ protection, marking an extraordinary significance regarding the threat perceived by Baltic states.

Concerns over security along NATO’s eastern front have been heightened by repeated incidents involving drones and accusations of Russian hybrid warfare. Finland, another neighboring country, has constructed a 120-mile fence along its border with Russia to curb unauthorized migration amid suspicions of Russia weaponizing asylum seekers.
