Porter County Confronts Storm Cleanup Challenges

Porter County leaders gathered to address storm cleanup, estimated to cost $7 million to $10.75 million. This effort involves clearing debris from county right-of-ways and managing vegetation at compost sites. These sites, previously cleared, reached 80% capacity after recent storms.

Mike Jabo, Executive Director of Planning & Storm Water Management, explained the storm’s impact and the complex documentation needed for FEMA reimbursement. A map highlighted severe damage in Jackson Township and southeast Chesterton. The storm impacted 158 square miles and 305 road miles, with roads 250 E and 350 E notably affected. Cleanup involves collecting debris from right-of-ways and likely moving it to a clean wastefill, estimated to cost $5 to $8 million.

The Porter County Council debated funding sources, including the Cumulative Bridge Fund. County attorneys advised against using this fund due to repayment concerns. Council Vice President Red Stone emphasized existing underfunding for bridge maintenance. Potential use of the Porter County Foundation money requires unanimous approval from the Foundation Board.

The county plans to hire Del Sol Consulting, a FEMA public assistance consultancy, for guidance on maximizing reimbursement. The firm’s services will cost 5% of the total cleanup expenses. With proper documentation, the county could recover most costs except for 6.25%.

Bids for debris removal contractors will be requested soon. Cleanup is restricted to unincorporated county right-of-ways. A county-wide debris pick-up plan is envisioned, mimicking Valparaiso’s leaf cleanup approach. Resources for affected residents are accessible on the county’s EMA Facebook page and website.

Residents can get assistance at one-stop shops, available from Wednesday through Saturday at Woodland Park in Portage. These events will host 15 vetted agencies, offering storm recovery aid.
