Republican National Committee’s Strategy
Joe Gruters, Chairman of the Republican National Committee (RNC), is aware that the party in the White House typically loses Congressional seats during Midterm elections. With this knowledge, he decided to try something different with this year’s Midterm Convention, dubbed “Trumpapalooza.” He told Newsweek, “If you’re going to defy history, you can’t do what they’ve always done in the past.” The focus this year is on voter turnout, marking the beginning of what could be the most substantial grassroots effort the party has ever witnessed over the next 60 days.
Historical Context and Leadership Changes
Republicans have not performed well in elections where Donald Trump’s name isn’t on the ballot. Traditionally, swing-state Republicans have not embraced Trump as they do now. During his first term, the GOP maintained power through the old guard, with leaders like Former Senate Leader Mitch McConnell and RNC head Ronna McDaniel. The grassroots had viewed Trump as more aligned with their interests than the Republican leadership. When Trump won the primary in 2024, he appointed MAGA ally Michael Whatley as RNC leader, who later handed over the reins to Gruters in August 2025.
Gruters’ Rise and Strategy
Gruters, formerly of the Florida House of Representatives, gained prominence as chair of the Florida Republican Party in 2019 before becoming RNC Treasurer in 2025. To him, the modern Republican Party embodies Trump’s Make America Great Again movement. A poll from UMass Amherst indicates that roughly one in six Republicans are steering away from Trump. Gruters aims to counteract this by ensuring state parties collaborate closely with the president.
Communication and Unity Efforts
Gruters emphasized the importance of unity, claiming, “We have the largest network that exists in politics, and sometimes it’s as simple as making sure they’re pointed in the right direction and focused on the right thing. We can be successful. We can be united.” The strategy involves the State Party Strategies (SPS) program, which bridges the gap between national leadership and state parties. This program offers resources such as political strategy, communication, data, finance, training, and election monitoring support.
State Party Strategies and Financial Incentives
A key component of SPS is the Growing Republican Organizations to Win (GROW) Program, designed to boost state party operations. The program consists of three levels: On the Rise, Leaders’ Circle, and Chairman’s Circle. Participating states received incentives to strengthen their parties, with 55 states entering and 45 completing all three levels, leading to over $2.5 million in incentives.
Contrasting Financial Strategies
While the Democratic National Committee, under Chair Ken Martin, sends $1 million monthly to bolster state party organizing infrastructure, resulting in a $16 million cash balance and $17.9 million debt, the RNC has amassed a $130.4 million war chest heading into the midterms. Gruters believes his financial advantage will impact the results, especially if the RNC Midterm Convention successfully energizes the MAGA base.
Grassroots Engagement
Alex Triantafilou, chairman of the Ohio Republican Party, characterized Gruters as a leader focused on grassroots engagement. Triantafilou noted that Gruters regularly communicates with state party chairs and is in “constant communication” with the president. Gruters recognizes the importance of aligning state party operations with grassroots support, particularly given Trump’s influence in Republican Primaries.
Rick Wilson, a founder of the Lincoln Project and former Florida GOP strategist, described the current RNC as less of a political party and more of a system supporting one man’s power. Wilson criticized the party as ideologically incoherent for prioritizing Trump over traditional values.
Gruters’ Defense and Vision
Gruters dismisses the notion that the power is held by MAGA Inc. at the expense of the RNC. He pointed to Vice President JD Vance’s active role as RNC Finance Chairman as part of a combined effort promoting the party’s success. Gruters’ previous experience in Florida, Trump’s home state, contributes to his strategic approach. He believes the efforts invested in state and county parties will pay dividends.
Although Trump faces a low approval rating, Gruters remains confident that core Republicans continue to support him and his agenda. He asserted, “I exist to push the president and make sure he’s successful.” The entire party operates to help Trump achieve success.
