The provision intends to bar the White House from implementing a rule change that would empower political appointees with extensive control over federal funds. The rule was set by President Donald Trump, and the proposed legislation seeks to temporarily block these changes.

Included within the measure to continue government funding through December 11, the bill reflects ongoing political maneuvering regarding fiscal oversight.
