An internal State Department memo has exposed the role of an international technology group, now classified under a global terrorism designation by the U.S. government, in providing services to overseas terrorist organizations and far-left agitators causing turmoil in American cities.
Secretary of State Marco Rubio stated, “Far-left terrorism poses a grave threat to the United States and the broader West.” He announced the sanctioning of Autistici/Inventati (A/I Collective), an influential far-left tech group, whose services have been exploited by violent Antifa factions in the U.S. and globally.
The A/I Collective, based in Italy, provides advanced digital infrastructure for violent left-wing groups in the U.S. and Europe, and Islamic terrorist organizations, as revealed by the State Department. Their services comprise encrypted communication, web hosting, video conferencing, and privacy shields.
The memo states, “These tools support far-left terrorist groups, enabling them to organize, recruit, communicate, and execute violent attacks while remaining undetectable by law enforcement.”
The designation as a Specially Designated Global Terrorist blocks American individuals and financial institutions from engaging with the group and freezes its assets in the U.S. Violations can result in legal penalties.
Rose City Antifa in Portland, notorious for violent protests, is identified as a user of A/I Collective services. Another organization in the memo uses A/I’s tools to distribute information to groups such as the Popular Front for the Liberation of Palestine (PFLP), Hamas, and the Islamic Revolutionary Guard Corps (IRGC).
President Donald Trump classified Antifa as a domestic terrorist entity in 2025. Additionally, a militant abortion-rights organization, “Jane’s Revenge,” reportedly used A/I’s services to incite violence against pro-life groups.
The memo notes that A/I Collective specifically caters to left-wing extremists, screening potential users to ensure ideological conformity before granting them access to its tools.
The collective reportedly hosts 16,000 email accounts, 1,500 websites, 5,500 mailing lists, and 10,000 blogs, all used for disseminating attack information and manuals.
Secretary Rubio emphasized, “We will fully utilize our resources to combat terrorism and protect our society from these extremist threats.” The memo also details instances of terrorist acts facilitated via A/I technology.
A far-left media group utilizing A/I’s services shares information beneficial to militants worldwide. Rose City Antifa used A/I’s tools to encourage violent actions, including aiming lasers at U.S. Customs and Border Protection helicopters.
In other incidents, Jane’s Revenge claimed responsibility for a 2022 arson at a pregnancy center, with follow-up attacks occurring nationwide. The memo mentions federally charging group members for violent tactics against pro-life facilities.
The memo references violent activities by extremists in Atlanta and across Europe, relying on A/I tools to claim and broadcast their attacks on infrastructure.
Treasury Secretary Scott Bessent declared, “We will leverage our economic measures to combat these extremists and cut their financial resources.” Abroad, attacks on transportation systems in Europe have been linked to groups utilizing A/I’s services.
