Trump’s Stance on Russian Oil
In September 2025, Donald Trump urged NATO countries to cease purchasing Russian oil, highlighting ongoing purchases as weakening the alliance’s influence over Vladimir Putin. He proposed major sanctions against Russia and suggested tariffs of 50 to 100 percent on China.
Shift in Strategy: Dialogue with Ukraine
Just a year later, Trump advised Ukraine’s president, Volodymyr Zelensky, to refrain from targeting Russian diesel fuel production. This warning came as fuel prices soared to $6 per gallon in the U.S. Trump’s external conflicts, notably in the Middle East, are influencing his approach to the Russia-Ukraine conflict.
Operation Epic Fury and Its Impacts
On February 28, Trump launched Operation Epic Fury against Iran, aiming to thwart its nuclear capabilities and cripple its military infrastructure. The aftermath has disrupted global energy markets, critical to U.S. diesel and gasoline prices.
As reported by the International Energy Agency, Gulf oil production saw over 10 million barrels per day shut in August 2025. These disruptions halved Gulf oil exports, while diesel and gasoline exports fell to 390,000 barrels a day.
Regional Oil Trade Challenges
Issues in the Strait of Hormuz and the Bab el-Mandeb Strait are pivotal. The Yemeni Houthis launched attacks on Saudi infrastructure, seizing strategic locations. Consequently, Saudi Arabia shut its vital East-West pipeline.
Rising Fuel Prices in the U.S.
The escalation has had visible impacts domestically. Diesel averaged $3.72 per gallon in February, soaring to $5.97 recently, according to the U.S. Energy Information Administration, with AAA noting a national average of $6.20.
Polls by Pew in July indicated growing dissatisfaction among Americans, with 60 percent criticizing Trump’s economic policies. Concerns over gasoline prices notably increased.
Ukraine’s Response to Russian Strategies
In the wake of aggressive strategies by Russia, notably targeting Ukraine’s energy facilities, Kyiv’s retaliatory measures focus on Russian refineries and export systems, core components of Russia’s economic framework.
Russian elections looming are intensifying tensions, potentially spurring further military engagements following a strategic troop realignment. Zelensky insists on continuing pressure.
Trump previously claimed that purchasing Russian oil undermined the West’s stance against Putin. Yet, as Ukraine leverages its position against Russia, Trump urges Zelensky to soften these measures.
