Planned Parenthood took a firm stance on Capitol Hill on Tuesday as they, along with their supporters, aimed to prevent Republican efforts to cut the organization off from federal funds. A previous provision in last year’s legislative act stopped Planned Parenthood’s health centers from receiving Medicaid payments for services such as birth control and cancer screenings. This has led to an annual loss of more than $700 million, as Medicaid serves as their primary funding source. However, this provision is set to expire on July 4, allowing Planned Parenthood to regain significant Medicaid funding, though anti-abortion groups are lobbying Republicans hard to extend the restriction.
Planned Parenthood Federation of America (PPFA) and regional affiliates organized a lobbying day on Capitol Hill, involving over 250 supporters including patients sharing their stories. Jess Clem, a patient advocate from Minnesota, emphasized the influential role of personal testimonies in efforts to sway lawmakers. This action coincided with the House Appropriations Committee’s markup of the FY 2027 HHS funding bill, which includes a provision to “defund” Planned Parenthood. House Republicans have also articulated a desire to use the reconciliation process to permanently restrict those on Medicaid from utilizing their insurance at Planned Parenthood facilities.
Nora Walsh-DeVries, vice president of political and legislative affairs at PPFA, argued that “defunding Planned Parenthood” not only lacks popularity and is politically risky, but it also compromises public health and safety. She highlighted the reality of the threat and noted the possibility of action from a lame duck Congress later. Walsh-DeVries expressed that their focus isn’t solely on defense, as they are collaborating with Democrats to secure reproductive health services through legislation and by reestablishing their access to Medicaid in a lasting manner.
