Executive Order 14415: A New Policy Direction

America’s necessity for crucial materials has reached a critical juncture. On July 20, 2026, Executive Order 14415 was signed, marking a profound shift in national policy. This directive emphasizes the need to secure supply chains against physical sabotage, cyber threats, economic pressure, and reliance on geopolitical adversaries. Beginning January 1, 2027, the Department of War will limit waivers concerning the purchase of materials sourced from adversaries. Defense and commercial aerospace contractors must now trace the origins of components, software, and materials to their raw-material sources.

The order explicitly acknowledges that both national security and commercial stability depend on the finished equipment used by the military, as well as the essential materials and components required for their manufacture, maintenance, and repair.

Rebuilding Industrial Foundations

The United States is revitalizing shipyards and commercial aerospace production lines that have previously declined. This ambitious effort spans data centers for artificial intelligence, nuclear submarines, and commercial satellites. Despite these advancements, the nation still relies heavily on materials procured from strategic rivals.

This strategy might be challenging, but America has more resources at hand than it appears. We often discard materials crucial for security, commerce, and industrial progression. At the Defense and Innovation Summit by Senator Dave McCormick, Jamie Dimon described the industrial resurgence as reigniting America’s ‘arsenal of democracy.’ JPMorgan announced a $24 million initiative to bolster maritime businesses and workforce development. The message was clear: America’s military and economic might are interconnected and vital for upholding a free and democratic world.

The Role of Critical Materials in the 21st Century

In today’s world, production requires factories, capital, labor, as well as copper, rare earths, and other materials essential for building advanced technology. No nation can sustain economic power, technological competitiveness, or military security without controlling these material foundations.

An arsenal needs more than capital, labor, and ambition; it requires physical materials. Even artificial intelligence, with its remarkable capabilities, cannot create raw materials. While software can scale instantly, minerals need to be located, extracted, recovered, and refined.

An Opportunity Hidden in Discarded Devices

A harsh truth arises with an exceptional opportunity. Within your home or office may lurk a drawer filled with outdated phones, tangled cords, and unused laptops. These devices contain valuable minerals such as copper, aluminum, gold, silver, palladium, and rare earth elements essential for the economy driven by companies like NVIDIA and SpaceX.

America relies on global supply chains vulnerable to disruptions for minerals crucial to artificial intelligence, advanced manufacturing, energy transitions, and national defense. China dominates rare earth refining, accounting for around 90% globally, and leads in refining 19 of 20 strategic minerals. Restrictions by Beijing in 2025 immediately impacted production lines across industries.

Urban Mining: An Industrial Strategy

Rebuilding American mines is vital, but mining alone cannot satisfy the escalating demand for critical minerals. Recovering valuable materials from discarded electronics offers a swift approach to reinforce domestic mining, fortify supply chains, and reduce dependency on strategic rivals.

By collecting, recovering, and refining materials from obsolete electronics, America can generate jobs, bolster domestic manufacturing, and lessen reliance on rivals. Urban mining stands as an industrial strategy transforming waste into national supply, indispensable for economic resilience and national security.

Without crucial materials, industrial and commercial revival remains mere ambition. Electronic recycling highlights an undeniable reality: despite processing over a million pounds of electronics daily at ERI, many obsolete devices languish outside the recycling stream.

Building Trust in Secure Recycling

Public concern over data security remains a major barrier. Ensuring secure data destruction is as vital as advancing recycling technology to foster responsible electronic recycling.

Globally, in 2022, around 62 million tonnes of e-waste were produced, with merely 22% responsibly recycled. This represents a loss of valuable materials America cannot afford.

The Case for a ‘Green Fence’ Policy

Bold policymakers should establish a ‘Green Fence,’ a legal or executive measure preventing obsolete electronics from international export before extracting valuable materials. Each discarded device abroad means exporting American resources, jobs, and resilience.

The technology to recover materials and reintegrate them into domestic supply chains exists. Recycling electronic waste annually could produce billions of pounds of critical materials, strengthening manufacturing and ensuring national security.

The resources are available. The opportunity is present. America’s resolve must center on retaining these materials domestically.
