Minneapolis City Council Moves Forward with Dress Code Ordinance to Prevent Discrimination

The Minneapolis City Council is moving closer to implementing a dress code ordinance for businesses across the city. This step follows a committee’s approval of a new rule intended to counter discriminatory practices against certain groups.

The ordinance has received unanimous backing from the Business, Housing & Zoning Committee. It stipulates that businesses licensed to sell liquor or beer must display any dress code requirements prominently at their entrance. This ordinance, however, does not encompass ‘no shirts, no shoes, no service’ policies, as these are governed by state health and safety regulations. If the full City Council approves the ordinance, it will take effect on January 1, 2027. A discussion by the City Council is scheduled for August 27.

City Council members have highlighted concerns that existing dress codes might lead to discriminatory practices, a concern shared by Councilmember Jason Chavez. Chavez cited a case in Minneapolis where racial discrimination appeared evident. Chavez shared personal experiences of discrimination due to unclear dress codes, suggesting that the ordinance would ensure transparency to combat such issues.

Council members Pearll Warren and Jamal Osman also supported the ordinance. They emphasized that discrimination based on appearance should not be tolerated. Osman remarked on the importance of not reverting to outdated practices, while Warren stressed that establishments must clearly display any restrictions they have.

Council Member Michael Rainville expressed confidence in the ordinance’s passage due to unanimous committee support. He hopes it will address community concerns about discrimination in bars and restaurants. While acknowledging that he himself has not experienced such racism, Rainville trusts his colleagues’ judgment on its persistence in the city.
