The Debate Over Automated License Plate Readers

Automated license plate readers (ALPRs) like Flock and other devices have faced criticism recently. Flock is a well-known name in this technology. However, various similar technologies exist, all targeting similar data points. These include a vehicle’s license plate, make, model, and color.

Capabilities of ALPRs

Flock’s readers can capture vehicles at speeds up to 100 MPH, both day and night, and at distances up to 75 feet. These readers can categorize vehicles by residency status, plate type, and detect vehicle conditions like a broken taillight. Though Flock can’t measure speed, Genetec’s system provides estimated vehicle speeds. Motorola Solutions, representing about 5% of ALPR locations monitored by DeFlock, identifies features like vehicle damage and bumper stickers.

Limitations and Mapping

Flock cameras capture images of the vehicle’s rear on public roads. They don’t track every vehicle or person continuously, only those passing directly by. To find ALPRs near you, DeFlock offers a crowd-sourced map of these locations in the U.S. Volunteer and OpenStreetMap data contribute to this map, not private entities or government. Nexstar couldn’t verify these camera locations independently.

ALPRs have been used for over 20 years, reports the U.S. Department of Homeland Security. These devices are often mounted on poles, streetlights, and overpasses. Mobile options also exist. ALPRs scan and compare plates in databases, alerting law enforcement to sought vehicles. Agencies can review these captures and share data. However, several places, including North Carolina, Indiana, and Wisconsin, have stopped using ALPRs due to privacy concerns and misuse accusations.

Challenges and Controversies

The Florida Department of Transportation has started removing highway cameras, and Texas has halted state funding over concerns. Despite the backlash, President Trump expressed support for ALPRs, citing their usefulness for law enforcement. He acknowledged some see them as intrusive but stated his approval.
