Charges Filed After Fatal Canoe Incident in Connecticut

A tragic incident on Lake Hayward in East Haddam, Connecticut resulted in the death of 20-year-old college student, Dominick Tocci. The sole survivor of this late-night canoe trip, Michael Collins, 20, faces criminal charges. Authorities arrested him on suspicion of operating a boat while under the influence.

The events unfolded on March 21, when Collins and Tocci, after spending time with friends, decided to canoe on the lake. Unfortunately, the canoe capsized, leading both men into the cold water. Calls for help were heard by a nearby resident, and good Samaritans managed to rescue Collins. However, Tocci vanished beneath the surface.

A massive search operation ensued, involving various agencies, including the Connecticut Department of Energy and Environmental Protection’s (DEEP) Environmental Conservation Police. On March 23, Tocci’s body was found, marking the end of the search.

Following further investigation, authorities secured an arrest warrant for Collins, accusing him of operating the canoe under the influence. Collins surrendered to the police on July 10. Authorities then arrested and charged him accordingly. He later was released on a commitment to appear in court scheduled for July 23.

The incident has deeply impacted Tocci’s hometown of Woodstock. Friends and former teammates spoke of Tocci’s vibrant personality and athletic talent. His stepmother expressed the family’s deep heartbreak over the loss.

Woodstock Little League, where Tocci played until 2018, remembered him as a bright and engaging presence. The league extended condolences to Tocci’s mother, sister, brother, and the entire family.

Coinciding with this tragic event, DEEP had launched Operation Dry Water—a campaign aimed at curbing boating under the influence. Authorities emphasize the dangers of alcohol as a leading cause in boating-related fatalities. Under Connecticut law, a conviction for boating under the influence may lead to a driver’s license suspension.

DEEP Commissioner Katie Dykes urged boaters to make responsible choices, especially during holiday celebrations. Wearing life jackets, staying sober, and ensuring safety on the waterways are crucial.
