The FBI announced on Thursday that it has prevented a terrorist attack in Albany. A woman from New York, identified as Jessica Bowie, has been accused of planning a significant attack on the state capitol building. Federal prosecutors have charged her with attempting to support foreign terrorist organizations. If found guilty, she could face up to 20 years in prison and a fine of $250,000.
Court documents reveal Bowie, a resident of Albany, conspired from July 16 to August 17 to use explosives against the New York State Capitol building. Undercover operations by the FBI led to her arrest. According to First Assistant U.S. Attorney John Sarcone, Bowie intended to attack with an explosive device targeting the state capitol and state senators. He emphasized that such acts threaten democracy and will not be tolerated. Sarcone suggested Bowie was radicalized online, promoting violence against Americans.
The affidavit further highlights that Bowie surveilled the capitol building on five occasions. She communicated with an FBI source posing as an ISIS infiltrator, expressing her desire to target the state capitol. She allegedly shared her plans to carry out a major attack with another source, aiming to destroy the building and harm senators during their meetings, as well as disrupt American governance.
Evidence includes an image of Bowie purchasing supplies, such as nails, for a makeshift bomb at a Rensselaer Home Depot, which FBI sources funded with $200. Investigators reported that Bowie even stated her intent to harm her roommate if her plans were discovered. Her strategy involved using a DoorDash delivery bag to transport the device into the capitol, aiming to cause at least 100 casualties.
In recorded meetings with confidential sources, Bowie discussed further attacks, considering the White House as a potential target for the future. She is alleged to have voiced her wish to eliminate half the staff at the capitol.
The affidavit also notes Bowie’s conversion to Islam five years ago and her oath of allegiance to ISIS earlier this year. She posted online content praising the September 11 attacks. Bowie allegedly sought a gun for defense during the operation. This week, after providing FBI sources $150 for a firearm and a $200 donation to a bombmaker, Bowie was arrested with a firearm, ammunition, and an alleged explosive device, alongside other weapons and a handwritten oath.
FBI Special Agent in Charge Craig Tremaroli relayed Bowie’s transformation from an American flag-waving child post-9/11 to someone endorsing terrorist symbolism. Following her arrest, she acknowledged her impending imprisonment. Allegedly, Bowie planned to flee after the attack, but intended to return for a New Year’s Eve attack on Times Square.
Governor Kathy Hochul issued a statement expressing gratitude to the FBI and state police for their roles in apprehending Bowie and noted the absence of an immediate threat. This arrest is part of broader efforts, as FBI Director Kash Patel shared that over 400 similar plots have been thwarted globally in 2026 alone.
