IOC Updates Olympic Participation Rules for Russians

IOC’s New Guidelines on Russian Participation

International Olympic Committee (IOC) President Kirsty Coventry spoke at the SwissTech Convention Center in Lausanne, Switzerland regarding the framework for Russian athletes’ participation in upcoming Olympics. The IOC announced significant changes to the three-year vetting program for Russian athletes aiming for the 2028 Los Angeles Olympics.

Reinstating National Identity for Belarusian Athletes

The IOC has previously suggested that Belarusian athletes, allied with Russia in the Ukraine invasion, should compete under their national identity. This aligns with the decision to end the program assessing Russians for neutral status.

Support for Ukraine’s Olympic Community

The IOC reiterated its support for Ukraine’s Olympic community, emphasizing continued assistance since the conflict began. Despite easing entry requirements for Russian athletes, the IOC’s suspension of the Russian Olympic Committee has been lifted provisionally since October 2023.

Russian and Belarusian Athletes’ Participation

During the 2024 Paris Olympics, only 32 athletes from Russia and Belarus competed as approved neutrals, securing a total of five medals. Comparatively, over 300 Russian athletes participated in Tokyo 2021, claiming 71 medals.

Uncertainty Over Full Participation

The IOC has yet to decide on allowing Russian athletes and teams to compete under their flag and anthem. This resolution will occur at a future date.

Conditions for Russian Athletes’ Return

Concerns persist regarding the global sporting community’s trust in Russian athletes. To address this, rigorous doping controls and participation in a recognized testing program are mandatory.

Restrictions on IOC Events

The IOC will refrain from organizing events in Russia and from inviting Russian government officials to its functions.
