Marshall’s litigation history involves lawsuits representing both himself and Heartland Regional OBGYN, a medical practice he owned. Most lawsuits targeted residents of Barton County, a region with high rates of uninsured individuals. According to reports, defendants were charged an 18% annual interest on unpaid bills, sometimes resulting in bank account garnishments.
“If defendants were allowed to appear only when they wanted, the court would achieve nothing,” said Steven Johnson, an attorney associated with Marshall’s debt collection efforts.
Despite criticisms, Marshall’s campaign defended his practice, emphasizing his history of treating patients irrespective of their financial status. Payton Fuller, his campaign spokeswoman, pointed out the consistency of their billing procedures with other Kansas medical entities.
