New Chip-Enabled EBT Cards to Combat Benefit Theft in New York

Millions of New Yorkers on food assistance will begin using new chip-enabled Electronic Benefit Transfer (EBT) cards in early 2027. Governor Kathy Hochul announced this effort to reduce benefit theft and fraud. This transition will make New York one of the select states adopting more secure EBT technology.

Why the Change?

The change targets benefit theft through card-skimming schemes. Criminals often steal information from card magnetic stripes or chips at ATMs, gas pumps, or card readers. The new cards will significantly decrease this risk.

Who is Affected?

The new cards will initially be for recipients of the Supplemental Nutrition Assistance Program (SNAP). This federal program aids low-income households with grocery expenses. The cards will use chip technology found in debit and credit cards, further protecting against fraud.

Implementation Details

Although the announcement marks a major security upgrade, current magnetic-stripe cards will remain in use until the phased rollout in early 2027. Manufacturing of approximately 2 million cards will begin, along with ensuring retailer payment terminals can process these new transactions.

About the New Cards

EBT cards function like bank debit cards, allowing SNAP recipients to access benefits. Most cards currently rely on magnetic stripes, vulnerable to skimming devices capturing card and PIN information. Criminals can use this data to drain accounts.

The new cards come with embedded microchips for secure transaction data and are harder to clone. Fidelity Information Services (FIS) will supply these cards, with distribution starting in early 2027 across New York State.

Card Distribution and Usage

Current cardholders need not apply for new cards. Notifications will precede automatic card issuance in early 2027. The state’s Office of Temporary and Disability Assistance (OTDA) is working to ensure payment systems can accept these cards.

Protecting Benefits Until Then

Until new cards arrive, current EBT cards are skimming-prone. New York officials advise:

  • Use the ebtEDGE app or website to check balances regularly.
  • Lock or freeze cards when not in use, if supported.
  • Regularly change PINs, especially after shopping.
  • Cover the keypad when entering a PIN.
  • Inspect card readers for tampering.
  • Report unauthorized transactions immediately.
  • Do not share your PIN, even with alleged officials.

Addressing a Growing Concern

Benefit theft has been growing. Skimming devices on payment terminals led to stolen card information. Affected individuals can lose hundreds of dollars in food assistance unnoticed.

The urgency increased with the federal government ceasing to fund replacement of stolen SNAP benefits by the end of 2024. This necessitates stronger card security.

Some states have already switched to chip-enabled EBT cards, and New York will join them. This serves as a test to see if chip-enabled cards lower fraud and improve food security. While the transition is pending, recipients should remain vigilant by monitoring accounts, updating PINs, and using available management tools.
