U.S. Senate Advances Sanctions Against Russia and Iran

The U.S. Senate has moved closer to imposing sanctions on Russian President Vladimir Putin, the Kremlin, and Iran through a significant bipartisan vote. Although this is not the ultimate vote needed to enact the long-delayed sanctions, the Senate’s progress in this matter is noteworthy.

The Senate aims to finalize the legislation, now named the Lindsey O. Graham Sanctioning Russia and Iran Act, by the following week. This effort will be temporarily put on hold until the House returns from its August recess. The sanctions package was originally advocated by the late Sen. Lindsey Graham.

“This may turn out to be Lindsey Graham’s greatest legislative achievement in a stellar 32-year career,” stated Sen. Roger Wicker, R-Miss.

The bill targets Russia’s military capabilities, focusing on the ongoing conflict with Ukraine. It also reinstates sanctions on Iran’s weapons and energy sectors, fostering the hope of a lasting peace agreement as turmoil continues in the Middle East.

Key elements of the legislation propose tariffs on Russian imports of up to 500% and tariffs of up to 100% on countries purchasing Russian energy, such as China and India. It allows President Trump some discretion in suspending parts of the sanctions.

Some Democrats express concerns over granting Trump tariff authority, given past grievances with his trade policies. To gain Democratic support, Ukrainian President Volodymyr Zelenskyy, an ally of Graham, has been involved in swaying pivotal votes for the initiative.

Speaking from the Senate floor, Sen. Jeanne Shaheen, D-N.H., addressed criticism regarding Trump’s tariff use. She emphasized that in this instance, Congress is directing tariffs to put pressure on Putin with the goal of ending his unprovoked war against Ukraine, targeting the key supporters of Russia’s actions.

Ultimately, the legislation aims to deliver a stern warning to Putin and the Kremlin as the conflict in Ukraine persists. Sen. Richard Blumenthal, D-Conn., commented on the bill, saying, “This bill says to Vladimir Putin, ‘Your days of war are numbered. You are on the losing side. Better to come to the table now than sacrifice more lives, waste more money, crater your economy, destroy your standing in the world.'”
