Paul Child and his grandson were about half a mile from their home near Spokane, Washington, when they noticed a man standing among tall grass and trees by a railroad. The man seemed anxious as Mr. Child drove by.
Shortly after arriving home, Mr. Child’s daughter shouted from the backyard. She saw smoke rising nearby. Mr. Child, 64, ran outside, suspecting the man they saw had ignited a fire.
The family called 911 and got ready to evacuate. Meanwhile, Mr. Child drove to alert neighbors. Within 20 minutes, firefighters and a police officer arrived, but the fire had already escalated.
Authorities reported in an affidavit that they detained a man named Aaron F. Farinacci. Mr. Child confirmed he was the same person he had spotted earlier.
