Electricity prices have increased across much of the U.S. in recent years, partly due to higher fuel costs, grid upgrades, and extreme weather. Another factor is the growing number of artificial intelligence (AI) data centers. While AI infrastructure isn’t the sole cause, many states are concerned about the power needs of new data centers raising costs for households and businesses.
“When those costs are spread across everyone’s bill, ordinary customers are financing infrastructure for some of the richest companies in the world,” said Michael Ryan, finance expert and founder of MichaelRyanMoney.com.
Why It Matters
The U.S. is experiencing an AI infrastructure boom. Data centers currently consume roughly 4% of U.S. electricity, and demand will likely rise as companies build more facilities for AI models. Billions are being invested in new power plants and transmission lines, sparking debates on whether tech companies or residents should bear these costs.
States Linked to Higher Costs
Virginia
Virginia hosts a large concentration of data centers, especially in Northern Virginia’s “Data Center Alley,” a major internet hub. The cost of new transmission infrastructure raises concerns among residents.
“A data center should be treated like a new real estate development: the supporting infrastructure must be identified, priced, and funded before construction begins,” said Arie Brish, business professor at St. Edward’s University.
Texas
Texas is another major destination for AI investment and large-scale data center construction. The grid operator ERCOT warns of potential electricity demand surges due to new industrial loads, including AI facilities.
“The Americans most exposed are residents in areas where data-center growth is concentrated and the grid is already tight, especially lower-income families, retirees, renters, and small businesses,” Ryan said.
Georgia
Georgia has become a focal point in the debate, with rising electricity costs and rapid data center growth influencing state utility commission elections. Georgia Power proposed a $15 billion investment to boost power capacity for growing data center demands.
Ohio, Illinois, and the PJM Region
States under the PJM Interconnection, including Ohio and Illinois, face scrutiny over power demands from data centers and long-term electricity costs.
Spread of Data Center Opposition
Community opposition has spread to approximately 40 states, focusing on electricity demand and higher utility bills. AI data centers can also affect water consumption, noise, and environmental impact. Challenges arise through lawsuits and local political campaigns.
“The backlash, especially when coordinated properly, does seem to win at the county level, but not at the rate case or utility dockets,” said Arif Gasilov, partner for natural resources and built environment at Gasilov Group.
PJM projected a $6.3 billion increase in consumer electricity costs over three years, attributed mainly to data center demand. This has fueled a national movement resisting the economic impacts of data centers.
Tech companies like Microsoft and Anthropic have committed to covering additional electricity costs from their data centers, though skepticism remains.
Proposed Legislative Changes
More states are considering legislation to ensure data center developers pay a larger share of new power infrastructure costs. To date, 27 states advanced laws requiring developers to cover energy costs, with California, Ohio, and Utah surpassing the federal Ratepayer Protection Pledge.
“The bipartisan backlash is understandable,” said Alex Beene, financial literacy instructor at the University of Tennessee at Martin. “While unlikely to stop AI infrastructure entirely, it is pushing lawmakers toward stricter siting rules.”
