Appointment and Early Tenure

In March 2025, Andrew Boutros, a seasoned lawyer from Chicago and former federal prosecutor, began his role as interim U.S. attorney for the Northern District of Illinois. His appointment bypassed the need for immediate Senate confirmation. At his swearing-in, Boutros pledged to confront the district’s pressing issues.

By July 2025, his appointment became permanent through an unusual process via a panel of federal judges in Chicago. This was during a tumultuous period marked by leadership changes, a government shutdown, and the contentious Operation Midway Blitz.

Operation Midway Blitz

Boutros defended his approach during the Operation Midway Blitz cases. His strategy involved community-focused law enforcement on violent crime, public corruption, and fraud. Despite concerns of political manipulation, Boutros asserted that his decisions were free from political bias. His unequivocal stance was expressed in a firm statement at a press conference.

The ‘Broadview Six’ Case

Operation Midway Blitz included charges against six protesters at the Immigration and Customs Enforcement center, known as the ‘Broadview Six.’ The case began with much attention but quickly unraveled. The original prosecutor departed for a position in Washington, D.C., and charges were gradually dismissed. U.S. District Judge April Perry identified ‘shocking’ misconduct, leading to Boutros apologizing and dismissing the case.

The controversy deepened when it was revealed Boutros had personally intervened with the grand jury, a rare action for a sitting U.S. attorney. This move prompted allegations of undue pressure to issue indictments.

Wider Repercussions and Scandal

The fallout from the Broadview Six expanded to other cases, including a high-profile investigation into a massive COVID-19 testing fraud. Subsequent dismissals of indictments prompted strong criticism from Judge Sharon Johnson Coleman, who highlighted significant procedural concerns.

Amid these developments, reports emerged of Boutros leading an investigation into a nonprofit linked to funding legal fees for E. Jean Carroll, a previous Trump adversary. Boutros denied allegations of political targeting in this case.

This series of events led Illinois’ senators Dick Durbin and Tammy Duckworth to call for Boutros’ resignation. Over a hundred former prosecutors echoed concerns of political interference in prosecutorial decisions.

Boutros’ Defense

Despite criticism, Boutros defended his record by highlighting accomplishments under his leadership. He pointed to his efforts in revitalizing the office and his commitment to strict law enforcement against serious criminal activities.

The U.S. Attorney General Todd Blanche publicly supported Boutros, commending his efforts in crime reduction. Blanche noted a 34% increase in indictments under Boutros in comparison to the previous administration.
