Maricopa County Reaches Election Agreement Amidst Political Tensions

Maricopa County, Arizona, has been a focal point for election denial since Joseph R. Biden Jr. claimed victory there in 2020. A significant development occurred recently, as Republican leaders in Arizona’s largest county agreed on a plan to administer elections, resolving a prolonged power struggle that threatened democratic processes.

Election responsibilities in Arizona are legally divided between a county’s board of supervisors and its recorder. However, in Maricopa County, which includes Phoenix, there has been a persistent debate regarding these roles.

Justin Heap, the recorder and a Trump ally, has been embroiled in disputes concerning the 2020 and 2022 election fairness. Heap filed a lawsuit against the Republican-controlled board last year, accusing them of unlawfully acquiring election duties, resources, and technological systems that he claimed were under his purview. The board countered the lawsuit, suggesting Heap aimed to disrupt and cast doubt on the electoral processes in the county.

After marathon negotiations, a legal settlement was finally achieved and approved at an emergency board meeting. This deal followed extensive involvement from the State Supreme Court amidst intense discussions and accusations.

According to the settlement, the board will primarily handle Election Day responsibilities, including voting and tabulation, while Heap’s office will manage voter registration and early voting. Additionally, the board allocated as much as $15 million for Heap’s new information technology system and promised funding for numerous new staff roles.

“This settlement agreement now provides an off-ramp from this highway to hell that we’ve been on,” Tom Galvin, one of the board’s four Republican supervisors, expressed at the meeting. “It’s not perfect, but overall it provides certainty for how we move forward in running elections.”
