Nancy Hogshead Pushes for WNBA Eligibility Rules to Define ‘Woman’

Three-time Olympic swimming gold medalist Nancy Hogshead is advocating for the WNBA to limit player eligibility to biological females. She initiated a Change.org petition to urge the league to specify what “woman” means in its eligibility guidelines. Since its launch on August 14, the petition has gained over 11,000 signatures.

“We want the WNBA to make it clear that its eligibility criteria are strictly for women,” Hogshead shared with Fox News Digital. “Participants must meet a certain age and be female.”

The debate gained momentum after ex-NBA players Enes Kanter Freedom and Royce White expressed intentions to join the 2027 WNBA Draft, claiming to identify as women. League representatives later announced that neither was eligible and labeled their declarations as “publicity stunts.”

Hogshead views these announcements as highlighting inconsistencies in policies based on gender self-identification. She stated, “Their declarations simply reveal the contradictions in the WNBA’s stance and gender ideology. Their actions demonstrate how flawed the current understanding of gender ideology is.”

The WNBA’s 2026 collective bargaining agreement specifies that “only players who are women” may compete, yet it does not elaborate on the definition of “woman” or address gender identity or assigned sex at birth.

Despite the league indicating no immediate eligibility issues affect its operations, Commissioner Cathy Engelbert mentioned ongoing discussions with the players’ union and other parties are underway. The league condemned “bad-faith efforts” to exploit the debate to “demean or marginalize others.”

Hogshead’s petition also coincides with rallies at WNBA games in support of Indiana Fever guard Sophie Cunningham, who opposes transgender participation in female sports competitions. Hogshead praised Cunningham, saying, “I’m thankful for the stand she has taken for women. The more people know about Sophie Cunningham, the more they support her.”

Nancy Hogshead is renowned for winning three gold and one silver medal in the 1984 Los Angeles Olympics. She pursued a career as a civil rights attorney and founded Champion Women, focusing on advocacy for women and girls in sports.
