Trump Administration Distributes ACA Refund Checks

The Trump administration is distributing $500 payments to hundreds of thousands of Affordable Care Act (ACA) enrollees. These payments are intended to refund ‘Obamacare overcharges’ collected under the Biden administration. More than 950,000 Americans across 30 states are expected to receive these payments, which began issuing on September 30.

About the Refund Checks

The program, named ‘Working Families Obamacare Refunds,’ was announced by President Donald Trump on September 10. It targets nearly 1 million Americans with refund checks worth $500 each. The program aims to return excess Affordable Care Act marketplace ‘user fees’ collected from insurers that resulted in higher premiums for consumers.

Recipients of the refunds are those who did not receive premium assistance and paid the full cost of coverage through the ACA marketplace. Trump argued that these individuals were overcharged under the Biden administration. He emphasized returning the funds to Americans in a letter seen by USA Today, stating, ‘this money belongs to hard-working Americans, not the Government.’

Jonathan Gruber, an MIT economics professor involved with Obamacare’s creation, described these claims as misleading and labeled the initiative an attempt to gain political favor.

Reasons Behind the Refunds

The refunds come amid discussions on ACA affordability. Millions faced higher insurance costs in 2026 after premium tax credits ended in 2025. These subsidies had previously reduced insurance costs and expanded eligibility for financial aid, but their expiration led to increased premiums.

The administration claims to offer refunds to those who paid higher premiums through the ACA marketplace. However, health policy experts like Jonathan Oberlander from the University of North Carolina have questioned the motives, seeing the timing before the 2026 midterm elections as politically driven.

Initial Distribution of Refunds

Although checks were expected in October per the White House announcement, the Treasury Department began issuing payments on September 30. Recipients receive either physical checks or direct deposits, accompanied by letters signed by President Trump.

The federal enrollment figures show 19.2 million Americans enrolled in ACA marketplace plans nationwide as of February 2026. Eligible states for refunds include Alabama, Alaska, Arizona, Arkansas, Delaware, Florida, Hawaii, Indiana, Iowa, Kansas, Louisiana, Michigan, Mississippi, Missouri, Montana, Nebraska, New Hampshire, North Carolina, North Dakota, Ohio, Oklahoma, Oregon, South Carolina, South Dakota, Tennessee, Texas, Utah, West Virginia, Wisconsin, and Wyoming.

Payment Estimates by State

The administration provided some recipient counts: Texas has 139,000 recipients, resulting in approximately $69.5 million in refunds; Florida has 127,900 recipients, totaling about $63.95 million. Newsweek is awaiting further details from the White House on state-by-state recipient data.

Future of the Refund Program

The program expects to distribute hundreds of millions in refunds nationwide in the coming weeks. Consumers using HealthCare.gov in the eligible states are now focused on whether a refund check will arrive and if the payment eases health insurance costs in 2026.
