In south Texas, the creation of the city of Starbase has sparked both development and controversy. Bekah Hinojosa, co-founder of the South Texas Environmental Justice Center, expressed concerns while driving towards Boca Chica Beach, noting the rapid changes SpaceX is making to the area. The city of Starbase, established in 2025, aims to support the SpaceX workforce and facilitate rocket launches.
The Federal Aviation Administration authorized SpaceX to increase operations at its Boca Chica Launch Site in April 2025. This decision includes up to 25 annual Starship/Super Heavy launches and landings. The expansion aligns with Elon Musk’s objective to use Starbase for missions to the moon and Mars. The complex already houses launch pads, manufacturing, and test sites. Starbase restricts road access during launches to a nearby beach and a nature reserve.
Starbase has proposed annexing 7,100 acres, including state and private lands. In documents shared with residents and online, Starbase outlined plans for improved coordination with federal and state agencies if annexation proceeds.
Environmental and Community Concerns
Hinojosa highlighted environmental concerns, citing increased debris and pollution from launches. Many local residents oppose the annexation. Barbara Buckner, a landowner, questions whether Starbase prioritizes community welfare over SpaceX interests. Buckner pointed out that both the mayor and a city commissioner work for SpaceX, raising conflict of interest concerns.
Gerold Podraza, another local landowner, emphasized his opposition. He criticized the influence of wealth in the proposed annexation, linking it to political sway. NPR reported in 2024 that the Environmental Protection Agency found SpaceX in violation of the Clean Water Act due to wastewater discharges. Hinojosa shared similar worries about environmental damage post-launches.
Despite local opposition, Starbase might legally expand. Cameron County Commissioner Sofia Benavides mentioned there’s little the county can do to prevent it. Starbase is waiting for responses from affected landowners by August 18, after which public hearings will occur.
Resistance remains strong. Hinojosa’s group explores legal avenues against the annexation plans. “SpaceX threatens the Rio Grande Valley,” Hinojosa asserted, vowing continued resistance.
