Former Stockton, California, Mayor Michael Tubbs founded Mayors for a Guaranteed Income and emphasized the need for federal intervention in the growing movement of unconditional cash pilot programs. He told Fox News Digital, “I believe this needs to become a federal intervention.”
According to Tubbs, direct, unrestricted cash transfers are essential to alleviate high living costs. In a recent video shared on X by the advocacy group, Mayors for a Guaranteed Income declared, “Giving families direct, unrestricted cash is the fastest way to address the affordability crisis.” Tubbs argued that traditional economic solutions fail to provide immediate relief to struggling families. Half of U.S. states have introduced guaranteed income legislation this year.
As federal aid programs face challenges, state leaders are exploring ways to enhance economic stability. Tubbs believes this endeavor should evolve into a federal initiative, building momentum for national support. He stated, “The U.S. is unaffordable for almost all of us,” emphasizing the need for immediate relief alongside long-term solutions.
In Alameda, California, an event on October 13 celebrated the completion of “Rise Up Alameda,” the city’s first guaranteed income pilot project. This project, funded with $4.6 million from the federal American Rescue Plan Act (ARPA), provided 150 low-income households with $1,000 monthly over two years. Alameda Mayor Marilyn Ezzy Ashcraft supported this, stating, “Guaranteed income is a proven tool to help our most vulnerable residents achieve financial stability.”
More than 30 independent studies involving around 10,000 recipients have investigated guaranteed income, creating a substantial research body. Tubbs emphasized the importance of data in strategy but also highlighted the need for public understanding of the real-life impacts experienced by recipients.
Mayors for a Guaranteed Income, a coalition of over 150 mayors, advocates for using taxpayer-funded stipends to address poverty and economic insecurity. Since its launch in 2020, the network has supported numerous local pilots. Cook County, Illinois, recently integrated guaranteed cash payments into its budget as a permanent measure.
Tubbs initiated an early municipal cash experiment in Stockton in 2019, advocating for federal tax dollars to support lower-income households. Meanwhile, cities face funding challenges with the deadline for spending federal pandemic relief funds, leading to potential budget gaps without additional funding sources.
Opposition arises as Republicans and conservative policy groups criticize guaranteed income programs, citing concerns about discouraging work and reliance on government assistance. Some states, like Arkansas and South Dakota, have passed laws prohibiting unconditional cash transfers. Conversely, Democratic state leaders, like Arizona Gov. Katie Hobbs, have vetoed legislation seeking to ban municipal income initiatives.
