Jessica Bowie, aged 35 and residing in Albany, faces serious charges from federal authorities. She stands accused of pledging allegiance to ISIS and plotting a bomb attack targeting the New York State Capitol.
According to an FBI complaint accessed by Newsweek, Bowie converted to Islam around five years ago. She took the name “Aisha Saif” and managed multiple social media accounts promoting extremist views. She conducted surveillance at the Capitol over several weeks.
Investigators report that Bowie discussed acquiring explosives and firearms. She identified lawmakers as potential targets before her arrest on August 19. Bowie’s charges include attempting to provide material support to a foreign terrorist organization.
Newsweek contacted the FBI and New York Governor Kathy Hochul’s office for comments on Thursday afternoon.
Between May and July, social media accounts linked to Bowie allegedly posted messages supporting terrorism. The criminal complaint, unsealed Thursday, mentions a post on May 28 that praised the September 11 attacks.
“Praise be to Allah for September 11th,”
reads a post linked to Bowie. Another message allegedly spoke of intentions to “poison these infidels,” according to the complaint.
An FBI agent, acting as an ISIS operative, began communicating with Bowie through encrypted messaging in mid-July. Bowie discussed plans to attack the New York State Capitol in Albany over two weeks.
The complaint reveals Bowie conducted surveillance on the Capitol five times from July 21 to August 9, sharing numerous photos with an FBI informant. On July 29, Bowie allegedly expressed her desire to cause significant destruction and casualties among senators during a session. Her intention was to affect the “American system.”
Using $200 provided by an informant, Bowie allegedly bought components for an explosive device at a Home Depot on August 5. The items included nails, electrical tape, a 9-volt battery, and acetone.
“I hope the nails are big enough … because the nails work as shrapnel, right?”
Bowie reportedly told FBI informants after returning from the shopping trip.
This is an ongoing investigation. Further updates will be provided as information becomes available.
