FIFA Officials Stress New World Cup Rules to Regulate Match Tempo

FIFA has highlighted new rule changes for the upcoming World Cup aimed at reducing time-wasting and maintaining the flow of play. These changes are set to be enforced by on-field officials, as the tournament with 48 teams begins shortly.

Rule Changes for On-Field Conduct

Among the notable changes, officials will issue red cards to players who cover their mouths during confrontational situations. This move seeks to ensure transparency in player interactions. According to Pierluigi Collina, FIFA’s chief refereeing officer, the objective is to minimize disruptions in match tempo.

Additional Referee Guidelines

• If a player angrily leaves the field due to an official’s decision, they risk receiving a red card.
• To expedite play, referees might implement a five-second countdown for goal kicks and throw-ins. Failure to execute within this time results in a corner or throw-in for the opposition.
• Players being substituted must exit the field within ten seconds unless extenuating circumstances, like injuries, arise.

The Video Assistant Referee (VAR) protocol is also being refined. It will be used to verify incorrect second yellow cards or identify mistaken identity concerning issued cards. VAR will check incorrect corner kick awards as well.

Clarity has been provided on offenses occurring before play resumes during corner or free kicks. VAR will assist in identifying these actions, ensuring appropriate disciplinary measures are taken. However, this emphasis on speed does not imply shorter matches, as three-minute water breaks are scheduled for each half of the game.
