A Kenyan high court has temporarily halted the creation of an Ebola quarantine facility intended for American citizens. This decision disrupts plans from the Trump administration, which aimed to have the facility ready by Friday.
The court’s decision followed a petition from a civil society group questioning the legality of the quarantine unit. The case’s next hearing is set for Tuesday, leaving the duration of the suspension uncertain.
The Katiba Institute, responsible for the petition, seeks clarification from the Kenyan government regarding any agreement to host the facility. They argue that transparency and adherence to constitutional procedures are necessary.
According to U.S. officials, the 50-bed facility was planned for a military base in Laikipia, about 100 miles from Nairobi. It was designed to accommodate Americans exposed to the Ebola virus.
Nora Mbagathi, Katiba Institute’s executive director, emphasized the importance of following constitutional processes, stating, “No one is against international collaboration, but procedures exist for a reason.”
Tommy Pigott, a State Department spokesman, announced a U.S commitment of $13.5 million to Ebola preparedness in Kenya. However, this funding announcement did not mention the quarantine facility.
President William Ruto of Kenya conversed with U.S. Secretary of State Marco Rubio about Ebola prevention measures. Although he recognized the importance of international cooperation, Ruto’s statement failed to address the quarantine center.
The proposal for the quarantine unit has sparked criticism in Kenya, a country that has never encountered an Ebola case. The main doctors’ union voiced concerns over the nation’s preparedness for an outbreak. Davji Atellah, the union’s secretary general, criticized the U.S.-centric approach of the planned facility. “This quarantine center is American-focused,” Atellah said. “There are no plans for Kenyans who contract Ebola.”
